An anonymous Cincinnati IRS official told The Washington Post, "Everything comes from the top. We don’t have any authority to make those decisions without someone signing off on them. There has to be a directive.” With skepticism thick on Capitol Hill, Rep. Rob Portman (R-OH), told CBS News that an "appointment of a special counsel ... independent of the White House is necessary." He added, "There's a lot of issues here we need to get to the bottom of.
