April in Photos

Hey Folks -

April was a busy month and I wanted to share with you a look back at some photo highlights. Working on behalf of the constituents of the First District is always my top priority in Congress.

This month I held seven forums all across the First District to hear directly from constituents.

Above is the great crowd at my Middle Peninsula round table where I answered questions about the critical issues facing the nation.

The two pictures above are forums I held with constituent groups in Williamsburg/James City County (Top) and Essex County (Bottom). We had lively discussions about my views on health care, education, the environment, and immigration.

I met with constituents of the Beloved Community group in Fredericksburg at St. George's Church. We discussed issues ranging from our environment, immigration, health care, and the budget.

I visited with employees of Life Care and members of the community in Fredericksburg to discuss ways to improve our health care system and other issues before Congress.

I attended the Nepali Public Relation Committee Virginia Chapter's Annual General Assembly meeting in Manassas. The committee promotes democracy, represents Nepali-American community and advocates strengthening the friendly US-Nepal bilateral relationship. We discussed the importance of global democracy and community-owned small businesses.

I met with leaders of Dar al Noor Mosque Center in Manassas and spoke at daily prayer about issues affecting all Virginians.

I made it a point to visit our local schools to interact with students and also hear from teachers and administrators about how federal education policy is affecting them at the local level.

These are government students at Washington and Lee High School in Westmoreland County. I talked with the class about what I do as a Member of the House of Representatives and what we can do as a legislative body to help our youth succeed as they prepare for their careers.

I spoke at the induction ceremony of the Phi Theta Kappa Honor Society at Rappahannock Community College. Afterwards, I talked with students about the different paths they can take to get the education they need, whether it be continuing to a four year institution, entering the work force, or learning a specific trade.

I spent time last month with the groups that drive our economy. I first held a town hall with GEICO employees in Fredericksburg where we discussed the current state of affairs in Washington, ranging from the environment to health care (below). GEICO employs 2,300 people in VA-01.

I  met with members of the Fredericksburg Area Builder Association (FABA) to hear about their legislative priorities. FABA represents thousands of people whose livelihoods are directly tied to the building and building-related industries and their feedback about reducing regulations on businesses was invaluable.

I visited KD Kidz World in Stafford, which is owned by Ian Denny, a Marine Corps veteran who served for 21 years. We talked about ways that Congress can help Veterans transition into civilian life, and how we can help our small businesses.

I met with the Manassas Rotary Club for lunch to discuss pressing issues in Congress, like passing budgets and spending bills on time, ensuring we devote adequate funding to our national defense, and enacting health care reforms that will reduce costs and expand access to care.

This is me visiting the Manassas Regional Airport, where I toured the businesses that support the airport. I saw first-hand what they need from me to support their small business.

Meeting with our active duty and retired military is important to me as well. As I made my way around the district this month, I discussed with them the harmful effects of budgeting by continuing resolutions, and what I plan to do on the Seapower Subcommittee to ensure our Navy, Marine Corps, and Air Force have the resources they need to be successful. I visited with First District Veterans to hear what we can do to make sure they get the benefits they have earned.

I attended the Fredericksburg Chamber of Commerce Defense Roundtable where I offered my perspective as Chairman of the Seapower and Projection Forces Subcommittee on the state of our military, the need to grow the Navy's Fleet, and the path toward improving  military readiness.

I attended the Honor Flight Mission 17 send off in Williamsburg. It was great to meet with our heroic World War II veterans as they prepared to visit the memorial in Washington. I discussed with the Veterans what needs to be done in Washington to make sure they receive the benefits they have earned.

I spoke with constituents and industry experts at a workshop held by the American Society of Naval Engineers (ASNE) at the University of Mary Washington's Dahlgren Campus. ASNE is a professional engineering society for engineers, scientists and professionals who work behind the scenes to build and maintain naval and maritime ships, submarines, and aircraft. We discussed the path forward to reach a 355 ship Navy and the need to use our Navy to project force around the globe.

I attended the christening of the USS Indiana (SSN 789) on the last day of the month. Built by Virginia's own Newport News Shipbuilding, this Virginia-Class submarine will house over 120 officers and crew. I spoke with the crew and shipbuilders about ways I, as the Chairman of the Seapower and Projection Forces Subcommittee, can work with them to help meet our Nation's national security goals.

This April we celebrated Chesapeake Bay Day! And as Co-Chair of the Congressional Chesapeake Bay Watershed Caucus, I met with groups in the district and D.C. to not only save and celebrate our Bay, but all of our natural resources in Virginia as well.

I met with the Chesapeake Bay Foundation came to my DC office to share first-hand experiences and update me on local progress being made in regards to restoration efforts and the ongoing challenges that still lie ahead.

This April I held a meeting with the First District Environmental Council. I got received feedback from experts in the area on what we should be working on in the House and discussed my work to protect our natural resources-specifically the Chesapeake Bay.

I visited areas of Colonial Beach to assess recent storm damage and speak with local officials about the cleanup efforts and how we can improve response times in the future.

As part of my on-going health care listening tour, I met with constituents and industry professionals all over the district to hear their ideas on how to make our health care system work better for all.

I visited Riverside Health System in Gloucester for a round table discussion on health care reform and ways we can make the health care system work better for Virginians

I visited with the Healthy Generations Area Agency on Aging at Shiloh Old Site Baptist Church in Fredericksburg. We talked about key priorities like funding for the Chesapeake Bay Program and ensuring programs upon which seniors rely, like Medicare and Social Security, remain solvent for decades to come.

I met with staff at the Greater Prince William Community Health Center to hear about the care they provide as a Federally Qualified Health Center (FQHC). They provide primary, prenatal, dental and behavioral health care all under one roof, serving nearly 20,000 people in Prince William County. I also spoke with the staff about recent House actions to combat the opioid epidemic and ways we can address our nation's doctor shortage.

Remember, you can share your thoughts and ideas with me and see the latest news on my work representing the First District by visiting my Facebook page, Twitter account, or Instagram feed.

As always, I want to hear from you when issues that concern you come before Congress. You can send me an email by visiting my website. You can also sign up to participate in my telephone town hall meetings by clicking here.

I look forward to hearing from you, and it's an honor to serve you and Virginia's First District in the People's House.

Sincerely,

Rob

Article from the New York Post.......

I do not understand how living in a country with its democracy established over 200 years ago, and for the first time in history , suddenly we have one of our former presidents set up a group called "Organizing for Action",  (OFA) 30,000 strong working to disrupt every thing that our current president is trying to do.  This goes against our Democracy , it is an operation that will destroy our way of governing. It goes against our Constitution, our laws , and the process established over 200 years ago. If this is allowed to proceed then we will be living in chaos very much like third world countries are run.  What good is it to have an established government if it is not going to be respected and allowed to follow our laws?  If this does not scare you, then we are in worse trouble than you know.

It is explained below.  Do your part , read it and at least pass this on so others will know what we are up against.

We are losing our country and we are so compliant. We are becoming a "PERFECT  TARGET" for our enemy!

Article from the New York Post.......

If you had an army some 30,000 strong and a court system stacked over the decades with judges who would allow you to break the laws, how much damage could you do to a country? We are about to find out in America.

The ex-president said he was going to stay involved through community organizing and speak out on the issues, and that appears to be one post-administration promise he intends to keep. He has moved many of his administration's top dogs over to an organization called Organizing for Action (OFA). OFA is behind the strategic and tactical implementation of the resistance we are seeing across America, and politically active courts are providing the leverage for this revolution.

OFA is dedicated to organizing communities for "progressive" change. Issues are gun control, socialist healthcare, abortion, sexual equality, climate change, and of course, immigration reform.

OFA members were propped up by the ex-president's message from the shadows:

"Organizing is the building block of everything great we've accomplished. Organizers around the country are fighting for change in their communities-and OFA is one of the groups on the front lines...Commit to this work in 2016 and beyond."

OFA's website says it obtained its "digital" assets from the ex-president's re-election effort and that he inspired the movement. In short, it's the shadow government organization aimed at resisting and tearing down the Constitutional Republic.  AMERICA

Paul Sperry, writing for the New York Post, says OFA  will fight President Donald Trump at every turn of his presidency and the ex-president "will command them from a bunker less than two miles from the White House." Sperry writes that the ex-president is setting up a shadow government to sabotage the incoming administration through a network of  non-profits led by OFA, which is growing its war chest (more than $40 million) and has some 250 offices nationwide. OFA IRS filings, according to Sperry, indicate OFA has 32,525 volunteers nationwide. The ex-president and his wife will oversee the operation from their home/ office near the White House.

Think about how this works, for example: Trump issues an immigration executive order; OFA signals for protests and statements from pro-immigrant groups; ACLU lawyers file lawsuits in jurisdictions where activist judges obstruct the laws; volunteers are called to protest at airports and Congressional town hall meetings; the leftist media springs to action; the twitter sphere lights up with social media; violence follows- all emanating from the ex-president's signal that he is heartened by the protests.

If Barack Obama did not do enough to destroy this country in the 8 years he was in office, it appears his future plans are to destroy the foundation on which this country has operated on for the last 241 years.

The Case for the American Health Care Act

Click here to visit my website

Friend,

This week, the House of Representatives passed H.R. 1628, the American Health Care Act, with my support. It is clear the Affordable Care Act is failing and must be fixed. Having reviewed the text of the bill and the Upton and MacArthur Amendments, I believe this legislation does what is necessary to protect individuals with pre-existing conditions, meets the principles for health care reform I laid out several months ago, and puts in place policies that will expand health care choices, increase access to care, and reduce costs.

This is the first step in a multi-step legislative and administrative process that will give individuals and families more control and choice over their health care decisions while increasing flexibility for states to deliver quality, affordable health care options to their residents.

I wanted to further explain my support of the bill by highlighting key parts of the American Health Care Act. Throughout the year, I conducted a Healthcare Listening Tour, where I heard from hospital administrators, doctors, nurses, patient advocates, people affected by the failing Affordable Care Act, and other stakeholders. These conversations reiterated how the failing Affordable Care Act is negatively affecting the constituents of the First District and furthered my resolve to work to make healthcare better for everyone. I remain committed to the constituents of the First District and will continue working to on behalf of their best interests.

The Case for the American Health Care Act

1. The Affordable Care Act (ACA) is failing

The Affordable Care Act promised to lower costs, increase access to care, and expand health care choices. It has failed on all three.

Costs: According to the Washington Post, "Insurers are raising the 2017 premiums for a popular and significant group of health plans sold through HealthCare.gov by an average of 25 percent, more than triple the increase for this year, according to new government figures. The spike in average rates for the 38 states that rely on the federal marketplace created under the Affordable Care Act was announced by federal health officials on Monday."

Access: According to Bloomberg, "Failing insurers. Rising premiums. Financial losses. The deteriorating Obamacare market that the health insurance industry feared is here. As concerns about the survival of the Affordable Care Act's markets intensify, the role of nonprofit "co-op" health insurers -- meant to broaden choices under the law -- has gained prominence. Most of the original 23 co-ops have failed, dumping more than 800,000 members back onto the ACA markets over the last two years."

Choice: According to Time, "According to a new analysis from the nonpartisan Kaiser Family Foundation, almost a third of counties will have just one insurer participating in the exchanges by 2017, significantly more than the 7% of counties who had one option this year. That equates to 19% of all enrollees facing just one insurance option."

And just recently we heard that Aetna was leaving the insurance exchanges in Virginia, meaning that Virginians in 50 of our 95 counties where Aetna operates will have one fewer insurance option. In 24 counties where it operates, there is just one other insurer selling Obamacare plans. This means Virginians have fewer choices and will face increased costs.

2. The Republicans plan to repeal the ACA will replace it with a bill that expands choice, increases access, and reduces costs

That plan is H.R. 1628, the American Health Care Act. The bill is the first step in a multi-step legislative and administrative process that will give individuals and families more control and choice over their health care decisions while increasing flexibility for states to deliver quality, affordable health care options to their residents.

The American Health Care Act repeals the ACA's individual and employer mandates and tax increases while phasing out the ACA's health insurance subsidies and Medicaid expansion, replacing them with refundable tax credits and a more effective Medicaid funding model.

3. American Health Care Act Questions Answered

Will the AHCA kick 24 million people off of their health insurance?

No. AHCA will ensure everyone has access to affordable, quality health care, but not by forcing them to buy insurance or penalizing them if they don't purchase insurance. Instead, the AHCA provides refundable tax credits to low and middle income individuals so they have an incentive to purchase insurance.

Moreover, the original Congressional Budget Office (CBO) estimate failed to take into account other planned legislative and administrative actions, which will help bring down costs and expand coverage. The CBO has a spotty track record when it comes to projecting health insurance coverage.  When CBO originally scored Obamacare, they projected that 21 million Americans would have coverage in 2016. The reality was half that number, about 10.4 million gained coverage.

Our plan provides every American with access to affordable coverage. Low-income individuals not on Medicaid will receive a refundable tax credit to purchase insurance (meaning they get assistance even if they do not pay income tax). States can also further help low-income Americans through a new Patient and State Stability Fund.

I have a pre-existing condition. How does this bill affect me?

Under the AHCA, insurance companies cannot deny you coverage based on pre-existing conditions. And your health status cannot affect your premiums, unless your state asks for and receives a waiver—a condition of which is the state having other protections in place for those with pre-existing conditions. Even if your state does obtain a waiver, so long as you've been continuously covered, you still cannot be charged more. The bill provides added resources to help people in waiver states who have not been continuously covered to gain coverage. Bottom line, there are many levels of protection for those with pre-existing conditions in the legislation.

I heard about the MacArthur amendment allowing states to waive protections for pre-existing conditions. If this happens, will I lose all my benefits?

No. This amendment preserves protections for people with pre-existing conditions while giving states greater flexibility to lower premiums and stabilize the insurance market. To obtain a waiver, states will have to establish programs to serve people with pre-existing conditions. And no matter what, insurance companies cannot deny you coverage based on pre-existing conditions.

The MacArthur amendment only applies to the individual insurance market, where roughly 7 percent of the country purchase coverage. This means that the MacArthur amendment does NOT apply to 93 percent of Americans with employer-provided coverage or government coverage (Medicare, Medicaid, Tricare, VA benefits, and others).

Does the MacArthur amendment allow states to waive certain coverages, therefore raising costs?

Although it gives states an option to tailor coverage limitations, the process is very strict. A state must explain how a waiver will reach the goals of lowering premiums, increasing enrollment, stabilizing the market/premiums, and/or increasing choice. States must lay out the benefits they would provide. And most importantly, states may only apply for a waiver if they have their own risk pool in place. Again, the coverage of people with pre-existing conditions will be protected.

Even if a state asks for and is granted a waiver, no one's premium may be priced based on health status if they have maintained continuous coverage. In addition to these protections, the AHCA provides significant resources at the federal and state level for risk-sharing programs that lower premiums for all people.

And what about the Upton amendment?

T
his $8 billion is on top of the $130 billion available to states through the AHCA's Patient and State Stability Fund, which helps states repair their health markets damaged by Obamacare.

States can use the funds to:

  • cut out-of-pocket costs, like premiums and deductibles
  • promote access to preventive services, like getting an annual checkup, as well as dental and vision care
  • promote participation in private health insurance or to increase the number of options available through the market

How will the AHCA affect seniors?

We know that seniors require and deserve more robust health insurance coverage. But under the ACA, the cost of the most generous plan for older Americans is limited to three times the cost of the least generous plan for younger Americans. Many health economists say the true cost of care is 4.8-to-one. So Section 135 of the American Health Care Act changes what is known as the "permissible age variation" to a five-to-one ratio in insurance premium rates so that seniors have coverage that works for them. Simply put, seniors will be able to purchase a plan that covers their true cost of care.

Are Members of Congress and their staff bound to the same rules as everyone else?

Yes. The House passed, with Rep. Wittman's support, H.R. 1292, a bill that ensures Members of Congress and their staff are treated the same way as everyone else under the American Health Care Act. What many people don't know is that the Affordable Care Act included the exemption for Members of Congress and staff. Rep. Wittman opposed that language in the ACA, worked to get the exemption removed, and does not accept the stipend provided to Members of Congress under the Affordable Care Act to pay for his insurance premiums.

Confession:

RPV

Robert,

Seven years ago I was not actively involved in Republican Party politics. Like millions of other Americans, the singular event that made me active in politics was Obamacare being rammed down our nation's throat.

It is with great pleasure that I inform you that the Republican plan to repeal and replace Obamacare just passed the House of Representatives.  The deed is not done, however.  As liberal special interests and the thousands of Soros funded activists descend upon the Senate - it is our responsibility to be the voice of reason.

Please consider making a contribution to the Republican Party of Virginia to help us keep the pressure on the Senate to pass this bill.  A digital ad can reach thousands of people for just $5, boots on the ground can be far more effective but also require higher support from our donors.

Suggested Secure Contribution >>> $25.00

We cannot do this without your support.

Is today the day?

Patriot Action Network

Friends in Liberty,

House Majority Leader Kevin McCarthy says a vote on a non-repeal Obamacare amendment is indeed scheduled for today and will proceed on the House floor. If the amendment makes it to the floor it means Paul Ryan and his liberal leadership believe they have the votes. Otherwise, like they've done in the past, the bill would be yanked and no vote would occur.

Meaning there is still time for it to be blocked but not much. The window is closing and fast.

What does this mean in terms of fixes for Obamacare? Well, there is certainly a needed element included in the amendment. Primarily the fact that if states prove that by removing mandated essential benefits (maternity for men...) premiums will go down and more individuals will be able to obtain coverage the states can apply for a waiver to void such benefits in many coverage plans.

Unfortunately, virtually all of the rest of Obamacare stays intact. It's like applying pain meds for lung cancer. The cancer is still there but the pain is a little less painful in the short term.

Worse, if this amendment makes it through both the house and senate it's highly unlikely Republicans will do much of anything else on Obamacare between now and the 2018 elections. Paul Ryan has already proven himself unwilling to fight Democrats on much of anything. And if they won't fight now when elections are a year and a half away, they certainly won't drag themselves into a fight later this year or early next.

So if this amendment passes our team believes an actual repeal will not occur during this congress. Next to the border wall (which Paul Ryan banned Trump from building), an Obamacare was the biggest campaign promise of the 2016 cycle. By both Trump and those running as Republicans for Congress.

And if there is no repeal this year or next, Republicans will not be able to use the promise of repeal to convince voters to trust them going forward. Granted, they'll likely try, but voters just aren't going to buy the lie any longer after a betrayal of this magnitude.

Paul Ryan has proven yet again that his leadership is leading our nation off a cliff. Why Republicans continue to put their faith in him as speaker is beyond us.

Verified?

Speaker Ryan is speaking out in support of the latest plan to repeal Obamacare - but even members of his own party don't believe it.
Organizing for Action
Robert --

Yesterday, Speaker Ryan said that he'd "verified" that the latest plan to repeal and replace Obamacare protected the millions of Americans with pre-existing conditions.

But here's the thing: Just saying that you've verified something doesn't actually make it true.

Speaker Ryan's fellow party members aren't even buying it -- many of whom know that this health care plan would be devastating to anyone with a pre-existing condition:

A devastating plan to anyone with a pre-existing condition

The latest plan to repeal Obamacare would strip away protections for tens of millions of Americans. That's a verified fact. We can't let that happen.

This vote is going to come down to just a handful of representatives. Here's your chance to make a difference -- call a swing vote right now:
