"Abide By The Constitution, Not Change It!"
Dear Friends,
My HB 83, which forbids Virginia from assisting enforcement of President Obama's new gun regulations (some of which are still unwritten) is being referred to the House Appropriations Committee from the Militia and Police Committee at the "request" of the Speaker most likely to kill the bill without a record vote.
Normally, a referral to Appropriations occurs AFTER a committee has determined the need and purpose for the bill, and has favorably voted on the bill. It is then sent to Appropriations to determine its possible impact on Virginia's two year budget [now $106.3 Billion dollars]. That did NOT happen for HB 83.
In 2013, Speaker Bill Howell "suggested" that a similar bill of mine which had passed the Committee and was awaiting a vote on the floor of the House of Delegates be sent back to Appropriations. They claimed we could lose $790,000 in federal money Virginia receives for enforcing FEDERAL LAWS AND REGULATIONS. There was no direct up or down vote on that bill to send it to Appropriations. My measure was killed by inaction with no public accountability. PLEASE DON'T LET THIS HAPPEN AGAIN!
Please contact your delegate and ask him/her to support HB 83. Please contact members of the House Appropriations Committee to demand they take a record vote on HB 83 (If the email link doesn't work for you, you can find the Appropriations Committee Contact info here.) Let them know that if they fail to vote on the record you will assume they want business as usual and will do nothing to stop Obama's executive overreach on guns.
Barack Obama's White House website states that final gun regulations have not been published by the Bureau of Alcohol, Tobacco and Firearms, or the Social Security Administration.
At a recent CNN Town Hall held at George Mason University in Fairfax, President Obama appeared offended that many Americans do not trust him on gun control. (Remember he said "you could keep your doctor" under Obamacare.) He claimed at GMU that he did not want to outlaw certain type of guns. But in 2013 Obama supported that banning of so-called assault weapons (semi-automatic rifles) and magazines of greater than 10 rounds.
A January Rasmussen survey found: "Fifty-eight percent (58%) of Likely U.S. Voters say the government should only do what the president and Congress agree on when it comes to gun control ... 34% believe Obama should take action alone if Congress does not approve the initiatives he has proposed." [Rasmussen Reports, January 8, 2016]
This year my HB 83 received a remarkably fast fiscal impact statement (FIS) which claimed, but did not demonstrate, that some federal money might be lost for joint Virginia-federal efforts under my new bill.
