House Conservatives Update: September 18, 2016

The last two weeks in the House of Representative have been busy ones for House conservatives. The federal government will run out of money with its fiscal year ending on September 30. That means Congress must pass a continuing resolution (CR) to keep the government funded since Congress failed to pass its spending bills before the September 30 deadline. House conservatives have been fighting to make sure any CR extends into next year, while the establishment wants it to expire in the lame duck. A lame duck CR will be full of handouts for the status quo and passed by a House and Senate at their least accountable state.

The CR didn’t come up this week, although the rumor was that the Senate would pass one and leave town. Next week should see more action on the CR: the question now is if the House or Senate will move first. We will be there no matter what happens supporting House conservatives in the fight against a lame duck CR.

House conservatives have also been engaged on the issue of impeaching the IRS commissioner, John Koskinen. Just before House conservatives were planning to get a vote on the House floor on impeachment, the House Judiciary Committee agreed to finally hold a hearing next Wednesday where the commissioner will testify. This is a win for holding the Obama administration accountable, the rule of law, and conservatives. FreedomWorks will be closely monitoring the hearing and will keep calling for the impeachment of the IRS commissioner.

New Kaiser Survey Suggests ObamaCare Is Killing Jobs

- via Forbes

Yahoo Finance’s Ethan Wolff-Mann, who may have the best name in journalism, writes it’s not true that ObamaCare has caused employers to reduce workers’ hours because the new Kaiser Family Foundation/Health Research Educational Trust survey found “a whopping 7% of employers with more than 50 employees actually gave part-timers full-time jobs since Obamacare was officially launched in 2013. Only 2% of employers cut full-timers to part-time.” Leaving aside the question of whether 7 percent is a whopping figure, the figures Wolff-Mann cites don’t necessarily support his claim.

ObamaCare’s employer mandate requires employers with more than 50 employees to provide a government-defined minimum amount of health insurance to all full-time employees, defined as those working 30 or more hours per week. Critics have predicted the mandate will therefore cause some workers employers to shift from full-time to part-time workers in order to avoid penalties. Read more here...

House Conservatives Are Winning

- by Adam Brandon via The Hill

If one listens to the narrative advanced by rent-seeking, parasitic Washington political establishment, conservatives were “trounced,” as one publication put it, in Republican congressional primaries this cycle. This narrative could not be further from the truth.

Certainly, there were some disappointments in this election cycle. The loss of Rep. Tim Huelskamp (R-Kan.), one of the most principled conservative members of the House, was a huge blow. Of course, the U.S. Chamber of Commerce and other crony special interests spent heavily to boost his moderate Republican primary opponent.

Former Speaker John Boehner (R-Ohio), who, rather than be spurned by the conservative members of his conference and lose his the speakership, resigned his House seat. He may have toasted a glass of red wine when Rep. Huelskamp lost, but this old House seat is now in the hands of a member of the House Freedom Caucus, Rep. Warren Davidson (R-Ohio). Don't Let Criminal Justice Reform Fall Victim to Congress' Calendar

- by Adam Brandon via Independent Journal Review

With the House set to adjourn on Sept. 30 and the Senate set to follow suit a week later, a number of bills deserving passage look increasingly likely to become casualties of the race for the exits as lawmakers head home to campaign for re-election.

It would be especially unfortunate if three bills, in particular, were allowed to fall by the wayside, eclipsed by the annual mad dash to cobble together yet another budgetary continuing resolution before the end of the fiscal year on Sept. 30th. Read more here...

How Financial CHOICE Act Rescues Unbanked Americans

- via Competitive Enterprise Institute

If the New York State Department of Labor is really concerned about unbanked employees being hit with fees, it should lend its support to the Financial CHOICE Act in the U.S. House.

The state DOL recently made headlines with its rules mandating that employers paying their workforces with prepaid debit cards ensure that employees have “unlimited, free withdrawals” from at least one nearby ATM. This must be the case even if the employees have no bank accounts.

But the rule will likely make things worse because it overlooks the real problem – the fact that so many workers are “unbanked” in the first place. Unbanked workers frequently have to pay fees to access their money whether their checks are paper or electronic. Read more here...

Obama Administration's Lawless Decision Delays a Much-Needed Infrastructure Project

- by Kenny Stein

Seemingly every day some politician or another, usually from the left of the political spectrum, calls for more infrastructure investment. In North Dakota there is a $3.7 billion infrastructure project under construction. This project received all the necessary federal permits and is 60% complete. But now the Obama administration, bowing to radical left wing protestors, has thrown the project into doubt with its unprecedented decision last Friday to halt construction on one section of the project. Apparently infrastructure investment is not the priority we were led to believe.

The project in question is known as the Dakota Access Pipeline. It would carry domestically-produced oil from North Dakota down to Iowa to connect booming production from the Bakken oil field with the rest of the country. As much as 50% of the total production from the Bakken could pass through the new pipeline. This oil from the Bakken is currently transported to market by rail, a significantly more dangerous mode of transportation. Transporting oil by pipeline instead of rail will not only be safer, it will free up rail capacity for transporting agricultural products which were being crowded out by the huge quantities of oil on the tracks. Las Vegas Taxpayers Could Be on the Hook for $750 Million to Fund NFL Stadium

- via Reason

Las Vegas and Nevada taxpayers may soon be on the hook for a $750 million handout to a billionaire casino magnate's company, to build a stadium for the National Football League (NFL)'s Raiders and the University of Nevada-Las Vegas' football team.

The crony capitalist cabal known as the The Southern Nevada Tourism Infrastructure Committee—which ESPN describes as comprised of "casino leaders and elected officials"—voted unanimously to raise Las Vegas hotel taxes as a means of financing a brand-new domed stadium. The Raiders, who currently call Oakland (Calif.) home, will contribute far less at $500 million, while Sheldon Adelson, the billionaire casino owner and financier of failed political campaigns, will contribute $650 million through his Las Vegas Sands corporation. How to Beat This Low-Return Market
in Just Two Easy Steps

By Adam O'Dell, CMT, Chief Investment Strategist, Dent Research

EditorStock returns have been harder to come by recently. Consider this…

Between 2012 and August 2015, the S&P 500 gained 68% and didn't suffer a single "correction" (defined as a drop of 10% or more). Those are the "steady Eddie" gains that long-only investors dream of.

But the gettin' hasn't been as good recently…

Between August 2015 and August 2016, the S&P 500 gained just 3%, after suffering two separate corrections – drops of 12% and 14%. That's the "rocky" market that long-only investors get killed in.

Sadly, many investors bail out after a 10% drop… and then miss out on the rally, when they're too scared to reinvest.

And that's just U.S. stocks. Many foreign stock markets have suffered more dramatic declines over the last year.

Chinese stocks are down 6%...

UK stocks are down 13%...

And Italian stocks have lost nearly 30%.

No doubt, the past year has likely ripped a hole through traditional portfolios and investors' business-as-usual mindsets. And worst of all, the future doesn't look any better. Harry and I agree that the next few years will be torturous for wishful thinking "buy-and-hopers."

But my message today is NOT one of doom, gloom or despair.

It's one of hope and confidence.

Because it's in exactly these environments that the actionable advice we share with Boom & Bust subscribers is so valuable. I'll give you an example…

Harry Dent's E-Book is Available For IMMEDIATE Download...

Available today for immediate download – Harry's shocking new e-book will change the way you protect your money during this market crash. The ONE safe haven "experts" have been telling you to send your money to is actually anything but! In fact, the last time investors tried to hide their assets here, they lost a fortune.

It's essential you request your copy of Harry's latest e-book today and save yourself from making a fatal mistake with your wealth. Details on how to receive your copy within minutes are right here.

Back in September of 2014, before U.S. stocks took two nosedives, I was struggling through a nagging conflict in my mind.

Harry's research was pointing toward weakening demographic drivers, weakening economic growth and weakening asset prices. He expected (and still does) that we'll see the biggest wave of deflationary pressure since the 1930s… and in such an environment there are only two "safe" investments: high-quality U.S. debt and the U.S. dollar. ("That's effing IT," he's often screamed in our meetings, except not censored like that.)

But that doesn't mean those are the ONLY opportunities up for grabs.

You see, Harry's job is to be ahead of the curve… to warn you of what's to come, especially if no one's talking about it yet. And clearly his research into demographics gives him, to quote his 1990-published book title, the power to predict.

But my job is different.

My job is to give you actionable investment advice for any environment. And my #1 rule has always been: trade WITH the trend, whether that's up or down, like it or not!

So, as I saw it in September 2014, I had both an obligation to myself AND to Harry. I had to stick to my own proven investment methods… and I had to protect our readers from what Harry saw coming.

Ultimately, our obligation is to YOU. To both prepare you for what we see coming (Harry's expertise) and to help you make money along the way (my expertise).

Eventually, I found a creative way to satisfy our shared goal and overcome my dilemma.

All About the U.S.

In the September 15, 2014 issue of Five Day Forecast, my weekly market note that comes complimentary with a subscription to Boom & Bust, I recommended an investment strategy, which I called our "All About the U.S." trade.

Here's how I introduced this unique, low-risk investment at the time:

Are you really an investor if you're just sitting in cash?

Here's another head-scratcher: if going to cash was completely out of the question, how would you invest in a toppy stock market?

Well, that's the crux of the investor's dilemma, today. U.S. stocks appear expensive and toppy after a five-year bull run. Yet, cash yields nothing. To top it off, the Federal Reserve continues to support risk assets, particularly U.S. stocks. And since the Fed's intervention is artificial, it's anyone's guess when the music will stop.

The good news is that you don't have to guess anymore! It's no longer about finding the perfect time to yank your money out of U.S. stocks. Instead, it's about finding a way to invest in U.S. stocks and protect yourself when they stumble. And that's what we aim to help you do here at Dent Research.

(I've highlighted the most important part of that introduction. But a quick aside: it's so interesting how little has improved since 2014. Stocks are still expensive and toppy… cash still yields nothing… and the Fed is still artificially supporting asset prices, with no transparency regarding its next move!)

In that September 2014 alert, I gave Boom & Bust subscribers specific instructions on how to make a hedge-fund-like investment that was poised to benefit from the unsustainable imbalances that Harry and I were both seeing, through our own unique perspectives.

I gave clear instructions on what to buy and what to sell… tickers and all. And then we began tracking the performance of those, as we do with all Boom & Bust recommendations.

We recently closed this trade for a solid net gain of 10%. But the best part isn't the final result, it's that the position didn't suffer a single "correction" (it never dropped below 10%) the entire time… even though the S&P 500 bounced up and down like a yo-yo.

Clearly, we were able to point subscribers toward these gains while cutting our risk to the bone, since our positions were market neutral (meaning, they didn't require a bet on the outright direction of stocks.)

Instead, we positioned subscribers to take advantage of the relative performance of U.S. and foreign stocks because we were convinced that U.S. stocks would fare better than foreign stocks no matter what… whether stocks in general went up, down or sideways.

These nearly "sure bet" opportunities don't last forever or come about too often. But when they do, they're a great way to earn solid returns with far less volatility than the overall market.

We recently recommended to Boom & Bust subscribers that they close that "All About the U.S." trade. We had already milked all the profits we could from it. Plus, we've identified a new opportunity to earn low-volatility returns.

This time around, we're positioning ourselves for low-risk profits by playing two sub-sectors of the healthcare industry.

One healthcare niche has been unfairly punished recently, and is poised for a period of strong performance… while the other healthcare niche has enjoyed unbelievably favorable conditions for many years (conditions that are now ending).

All told, we can't be 100% sure which direction stocks will move next. But we're still finding creative and lucrative opportunities to earn low-risk returns in today's crazy market environment.

If you'd like to hear about this latest opportunity we're taking advantage of right now… and any new ones we're looking to… read this.

To good profits,

Adam O'Dell, CMT

IRS Impeachment Vote Could Happen In Just A Few Days

- via The Daily Caller

House Freedom Caucus member Rep. John Fleming of Louisiana is slated to file a privileged resolution Tuesday to force a floor vote on the impeachment of Internal Revenue Service Commissioner John Koskinen.

Republicans pushing for the vote allege Koskinen misled Congress and violated a subpoena related to the IRS targeting of conservative groups applying for tax-exempt status. Read more here...

The Argument for Justice Reform at the Federal Level

- by Christina Delgado

This month, Speaker Paul Ryan (R-Wis.) hopes to bring a number of justice reform bills to the House floor. “We’ve learned that there are better ways to dealing with these problems than locking up someone for 20 or 30 years. You end up ruining their lives, ruining their families, hurting communities. And then when they try to reenter into society, they’re destitute,“ he said. Several bills, in fact, – including the FreedomWorks-backed Sentencing Reform Act, Recidivism Risk Reduction Act, and the Criminal Code Improvement Act – have already made it through the House Judiciary Committee.

Criminal justice reform has been championed by notably strong and principled conservatives such as Sen. Rand Paul (R-KY), Rep. Raul Labrador (R-ID), Rep. Justin Amash (R-MI), and Sen. Mike Lee (R-UT), indicating its roots in fundamental conservative ideals. The topic has gained significant attention by those on both the left and right-side of politics, highlighting additional significance of its impact. As our leaders are eventually confronted with this topic, whether they support or oppose reform, Americans outside the policy-driven, DC-insider environment are left to wonder why exactly this is the case? Why is justice reform a popular subject, and why is reform so important? Read more here...

The House Freedom Caucus Is Not a 'Cancer' in Congress, It's the Future of Our Movement

- by Adam Brandon via Fox News

The Washington political establishment took its first conservative scalp of the cycle with the recent defeat of Rep. Tim Huelskamp (R-Kan.), an outspoken member of the House Freedom Caucus.

This race is being used as a playbook to target other members of the group of about 40 fiscal and constitutional conservatives in the lower chamber, and those sharpening their knives aren’t shy about it.

Members of the House Freedom Caucus are a rare breed in Washington. They believe in free-market principles, reject cronyist policies that take advantage of taxpayers, and fight for constitutionally limited government. Occasionally, these convictions put them at odds with Republican leaders, who are often eager to cut deals with the White House and Democrats, and with Beltway insiders. Read more here...

ObamaCare Will Set Back Real Health Reform for Years

- via Investor's Business Daily

The Affordable Care Act appears to be in a death spiral, with a shrinking pool of insurers offering coverage, far fewer individuals purchasing insurance than advocates had anticipated, and double-digit price increases making policies unaffordable -- not only to many individuals and families, but to taxpayers, who are required to underwrite the hefty subsidies Washington promised.

ObamaCare isn't working and its condition is getting worse. The centerpiece of the program, the health insurance exchanges (misleadingly labeled "Marketplaces" by the administration), will pretty much cease to exist within a few more years. Read more here...

The special quality of entrepreneurship is an alertness to things that don’t exist yet—products and services that consumers don’t even know they want. The EPA Uses New Math to Justify Costly Global Warming Regulation

When calculating the future impacts of government action, the federal government has very specific rules about how the calculation should be done. The Office of Management and Budget (OMB) clearly states that when calculating the cost of future impacts a standard “discount rate” of 7% should be used (a discount rate is used to take account of the fact that $10 today is worth more than $20 10 years from now). But when it comes to global warming regulation, that 7% rate is a problem for bureaucrats. With a 7% discount rate, the present cost of future global warming is virtually zero, even using the federal government’s excessively alarmist models. What’s a radical federal bureaucrat to do when math says that global warming will have virtually no negative economic effect? Well, they take a page from Common Core and change how they do the math.

In 2010, global warming alarmists in the Obama administration set out to find a way to justify the huge costs of the global warming regulations they wanted to pursue. This effort focused on creating a “social cost of carbon,” which purports to put a dollar figure on the alleged future economic harms of global warming. The bureaucrats could then take this theoretical “cost” and use it to claim that their regulations were actually saving the economy from future damage. Read more here...

Work Is Changing, Employment Regulation Needs to Change Too

- via Competitive Enterprise Institute

For many people, the 9 to 5, office- or factory-based, corporate job that Dolly Parton lamented in the 1980s is a thing of the past. Thanks to revolutions in the way businesses operate and the costs of economic transactions, those workers now have flexible working hours, the ability to telecommute, or even to be their own boss. The dreams of a better life Dolly sang about are with reach for many. Yet government regulators using 1930s labor law threaten those advances.

The Department of Labor’s proposed overtime rule is a case in point. Since the last time the agency significantly raised the wage threshold for its overtime requirement, businesses have developed new practices to give ambitious junior managers the chance to prove themselves by, yes, working longer hours, but also by giving them more responsibility. In franchise businesses, these are often the people who become managers, then owners. Read more here...

Lesson of the Week

Jeffrey Tucker discusses the role of the entrepreneur in identifying and taking advantage of economic opportunities. The ability to anticipate and meet market needs allows economies to be flexible and innovative in ways that are impossible through central control. The special quality of entrepreneurship is an alertness to things that don’t exist yet—products and services that consumers don’t even know they want. Profits and losses provide the feedback necessary to steer entrepreneurs in the right direction. Watch it here...
