Policy Brief: A Winning Plan for Entitlement Reform

By: Peter Ferrara

This essay is the first of a series of Heartland Policy Briefs by the author on entitlement reform.

Soon after World War II, U.S. federal government spending as a percent of gross domestic product (GDP) stabilized at around 20 percent. It remained there until President Barack Obama took office. That period covered close to two-thirds of a century.

All of the great debates, the political crusades, the battles between left and right, the liberal War
on Poverty, the steady rise of entitlement spending, the Reagan revolution—all of these together amounted to holding federal spending in equipoise during this entire period, growing in the end no faster than our enormously productive economy grew over the same period.

Until recently.

The Congressional Budget Office (CBO) projects that on our current course, under current policies, federal spending would soar to 30 percent of GDP by 2027, 40 percent by 2040, 50 percent by 2060, and 80 percent by 2080. Add in state and local government spending, and we are literally on a course toward full-blown communism, where the government takes and spends everything the economy produces.

Obama has exacerbated this problem. Federal spending soared to 25 percent of GDP in his very first year in office, breaking through the long-term, bipartisan, consensus. As a U.S. senator, Obama voted for the bloated budget of his presidency’s first year.

But the long-term expansion is not primarily due to him. It is due to the long-term expansion in our nation’s entitlement programs. That is why it was so reckless and irresponsible to pass Obamacare, which adopted or expanded three entitlement programs, adding napalm to the fire.

I don’t believe in allowing human suffering if we can prevent it. Conservatives and enlightened free-market advocates understand and embrace the injunction of Friedrich Hayek, the founder of modern libertarianism, in favor of social safety nets to prevent material deprivation.

The fundamental problem is that America’s current entitlement programs are all based on old-fashioned tax and redistribution models dating back to late nineteenth-century Europe.

Instead of trying to address the entitlement crisis by raising taxes and cutting benefits, we need to think outside the box and advance fundamental, structural reforms that would transform the programs to rely primarily on modern capital and labor markets, with positive, pro-growth incentives. What is involved here is an extension of supply-side analysis to the incentives of essential social safety nets in evaluating how to structure those in order to maximize program effectiveness, economic growth, and national prosperity.

Morning Briefing: Goodwill To Men

image

Morning Briefing

For December 17, 2012

1.  Goodwill to Men

On Friday in Connecticut, more than two dozen, mostly children, were gunned down in an act of evil.

I once read an account that young men killed on the beaches of Normandy, as they lay dying, called out for their mothers. I tear up at even the glancing thought of the cries of the children in Connecticut and dare not take the mental walk down that road.

Children cry out for their mommy and their daddy. Young men on the battlefield, as death comes over them, do the same. It is a natural instinct at life's end for the young. Just the thought of the children crying out for their moms and dads as they died overwhelms the senses of those of us far removed from the tragedy. It is an instinct, though, that we should confront.

Instead, two days removed from the horror of Friday, we are beginning again the debate and confrontations about gun control. It is a debate worth having and, whether we want to or not, we will have it. Much, if any, of what will be proposed would not have stopped the massacre.

But though the proposals that will soon be most seriously considered would most likely not have prevented what happened, men and women of goodwill — and most are — will make the proposals because it lets them feel in control. People want to do something. People, acting corporately, want to legislate and regulate because it is, next to election of leaders, the most powerful act of a democracy.

The efforts, even if they are successful, will not stop this cycle of violence.

Discussions of gun control are easier to have than discussions about mental health. But they too are easier to have than those about the collapse of the American family. History and multiple studies show that the most stable foundation of a society is a two parent nuclear household with multiple children. . . . please click here for the rest of the post →

2. The Department of Illiteracy

One of the tragic legacies of the Great Society is the violence inflicted upon the family as an institution. Through a series actions, calculated or not, the family has been devalued as the bedrock of civil society and replaced with the government acting in loco parentis for not only the children it comes into contact with but also for the parents.

While we are all familiar with the incentives provided by the government to discourage marriage by women living in poverty through the provision of various allowances and services so long as they are unemployed and unmarried and have children, fewer are aware of the incentives provided to the people living at the poverty level (though evidence indicates that 199% of federal poverty line may be the real ceiling) to have their children diagnosed with Attention Deficit Hyperactivity Disorder (ADHD) in order to boost their family income by about $8400 per year. . . . please click here for the rest of the post →

3.  The Practical Reasons To Not Set Up Health Insurance Exchanges

One of the key features of Obamacare is the establishment in each state of a health insurance "exchange" (now known by the abbreviation HIX) where customers would be able to purchase insurance policies eligible for federal subsidies. Much to the surprise of the administration 32 states have declined to participate. The reasons for a majority of states to refuse to participate has less to do with opposition to Obamacare than practical politics.

Predictably, the Obama regime and it enablers are bleating in dismay and accusing Republican governors of betraying their own ideals by refusing to participate in developing state HIX. . . . please click here for the rest of the post →

4.  Obama's NLRB Blasted For Being Biased On Behalf Of Union Bosses

It's not as though this will come as a shock to most readers, however, it's just been officially revealed that Barack Obama's union appointees at the National Labor Relations Board are biased toward unions. . . . please click here for the rest of the post →

Alan: [Peninsula-Patriots] How could such a thing happen: My Reaction

Mr Edwards I have to react to the points in your email;
Every time we have one of these so-called instances; there is political exploitation of these instances from both sides of the spectrum.
I find it interesting that people who immediately support the second amendment when these events happen turn right back around and attack other amendments about constitution. For example during the Aurora shooting, I heard an social religious arch-conservative radio talk show host immediately support unlimited second amendment rights ( I am a strong supporter of the second amendment by the way.) Turn right back around and attacked the "Dark Knight Rises: Batman movie as a vile movie. (I woulod like to add Batman has always been a right-wing conservativew hero.
Let me react to each one of your points one by one:
"It happened because of the modern LEFTIST culture that has removed all semblances of personal responsibility and respect. It happened because of the Hollywood and television types who lecture the Conservatives on how people should live, while they make FORTUNES producing absolute FILTH in their movies and on television programs."

Both conservative and Liberal celebrities lecture each other on how people should live, how many young celebrity actresses have preached abstinence only to find out that they have ended up as harlots (examples Brittney Spears, Jessica Simpson, Miley Cyrus), How many conservative men celebrities have preached family values only to later on find out that they have had affairs and not all movies are absolute filth. I love movies, I do not want anyone telling me: what movies i can watch, or what music I can listen to, or what books I can read; or what TV shows I can watch.

And shows that make people laugh at the pain and humiliation of others. It happened because multi-millionaire computer game producers create UGLY digital scenarios that poison young minds with abject and gratuitous violence"

"I partially agree with this, I think there is some truth to this. I do believe video games ar very violent. I have several violent video games that I enjoy playing. I am a big fan of call-to-duty series. But I would like to make this point, most of the people who play these types of games I would be willing to put money on it that they are more conservative and right wing than left wing. Because conservatives are pro-military (nothing is wrong with this I am pro-military)

3.) It happened because the school system doesn't teach values, and promotes the idea that everything goes.

Now this really interesting because when it comes to this issue, i have noticed that there are two groups of conservatives. i heard some conservatives state that they feel the public school system is becoming a type of police state. I went back to school back in the 1970's and they were really mean, and the conservatives actually supported this. As a matter of fact I ended up getting put into a mental hospital when I was younger.

4.) And that no one ever fails.

I would like to say that most of the people who commit these types of crimes generally see themselves as failures and losers and they are very angry about this. and this is one way that they fight back. Becuase they are angry at society. So that is a bunch of nonsense.

5.) It happened because LEFTISTS won't allow concerned and loving parents to discipline their children, or raise their children the way they want to.

"Now this really gets to me, because not all parents are right-wing conservatives, not all parents are conservative christians." This person who commited this act was 20 years old. He was not a minor. This stand that I take is very unpopular with many people. Because I do believe that parents should not have the right to do whatever they want (with no limits) with there children. I do not believe that a parent should be able to impose any wily nily punishment for any wily-nily action." Again one of the reasons I have this opinion is because at one time in my life I was put into a mental hospital, and found out that many of the mental patients that I was with had rebelled against their parents. A good example was a daughter whoi refused to go to church because she did not believe in Christianity, this could work the other way. Let's say you have an athiest parent who was very hostile to Christianity and the son or daughter wants to go to Church.
6.) Liberals spend far too much time and effort ridiculing and attacking people who want to live by the lessons of the Bible and the Torah

"Now this is something that I would like to bring up that is very significant point. Because one of the major points I would like to bring up is that many religious social conservatives like to point out the fact that one the reason we have so many vile crimes is because of Liberalism and the fact that Biblical principles are no longer part of are society. First of all as a non-Christian one of the reasons I have rejected Chrsitianity is the fact that my father commited suicide, and under the Christian belief system my father is now burning in the eternal flames of Hell and i will never see him again. This is very painful and hard for me to except. I ask all of you to understand my dilemma. I believe that there is some truth to this, at least for the common criminal, who have grown up with no values and no discipline. But when it comes to the disturbed deranged madman this is not always the case.
A good example of this is Ed Gein ( Who was a serial murdererer who became the basis for Hitchcock's "Psycho" and Texas Chainsaw Massacre), from what i have read about him his mother was a strict religious woman who raised him a strict sexually religious environment. Ted Bundy actually worked for the Republican Party. There is a significant category of serial killers (not all of them) have come from very sexually repressive religious environments.

Now guys getting rid of all guns will not solve the problem, equally I would also like to make the point that getting rid of all violent video games and violent TV shows and movies will not get rid of the problem. I would also like to add that shoving th bible down everybdies throat will not sove the problem. Any more than "Prohibition" solved the alcohol problem.
And I would also like to add that getting rid of abortion wont' solve all of our problems either.

there is something to be said for believing that a Supreme Being is watching you and will exact justice upon you if you mess up....and it is also comforting to know that the same Supreme Being will love you and care for you and answer your prayers if you keep his Word....       There will always be nutcases and just plain evil beings out there.....    in the midst of all the ban gun talks, very little was made of the person in China, who sliced up 22 children with a knife....      I send prayers to all those suffering today over the loss of their loved ones and for those that will be haunted by this incident....   I wonder if having a marksman in schools like an air marshall would be a deterrent.....or at least quicker justice....   before so many will be killed....     GOD BLESS YOU!          nancy

We were shocked today when news of the Connecticut school shooting was received. We wondered how anything so horrible could take place. I think Howard Galganov, a Canadian said it best in his blog.

THEN THE CONNECTICUT SCHOOL-SHOOTING .I won't waste words describing my feelings, because how I feel about as many as, and maybe more than 26 people murdered, including 18 children is indescribable.BUT I WILL TELL YOU WHY IT HAPPENED:It didn't happen because of the so-called gun culture, or because of poor security at the school. It happened because of the modern LEFTIST culture that has removed all semblances of personal responsibility and respect. It happened because of the Hollywood and television types who lecture the Conservatives on how people should live, while they make FORTUNES producing absolute FILTH in their movies and on television programs. It happened because of reality television shows that demean humanity. And shows that make people laugh at the pain and humiliation of others. It happened because multi-millionaire computer game producers create UGLY digital scenarios that poison young minds with abject and gratuitous violence. It happened because the school system doesn't teach values, and promotes the idea that everything goes. And that all people are equal regardless of the truth. And that no one ever fails. It happened because LEFTISTS won't allow concerned and loving parents to discipline their children, or raise their children the way they want to.It happened because far too many Liberals spend far too much time and effort ridiculing and attacking people who want to live by the lessons of the Bible and the Torah. In truth . . . this and other horrible acts of violence happen, because our society from our entertainment industry, to schools, to the media, and our governments have created the social and cultural foundation that is eating away at our countries like a cancer.

I might add also that we have devalued life by murdering millions of our unborn innocent babies and called it choice. As we move into the days ahead Obamacare will effectively put in play euthanasia because the elderly will be considered expendable because healthcare for them will be too costly and they have lost their usefulness to society. Besides they have lived a good life. So we should not be too surprised that life has lost it's value to many people.
